Rebased onto current `dev`. The only conflict was in `CheckpointCoordinatorTest`: an unrelated test (`testDuplicateSchemaChangeAfterCheckpointCompletionIsIgnored`) landed in the same spot, so I kept both it and this PR's `testCancelDoesNotRecreateScheduler`.
