Classification: D / Zeta shared checkpoint-scheduler design. Decision: the split stands. #12165 may remain scoped to the shared scheduler and its watchdog dispatch correction; it must accurately document that it does not remove the pre-existing savepoint lock coupling and link #12441 as the owner of that work. The savepoint-contention regression belongs with #12441, where it must first fail against the current blocking behavior and then prove that an unrelated pipeline still receives trigger/watchdog work after the fix. This is not an acceptance statement for #12165. Its current head `c773cc091` is still `BLOCKED` with a failed Build check, so it is not ready to merge. Once its current CI state is resolved or explicitly attributed, it can be reviewed on its own documented scope; #12441 remains the required path for moving the savepoint wait off the coordinator lock.
