### Purpose of this pull request Closes part of #11007. Migrate TDengine Source and Sink required string option validation to declarative OptionRule conditions. - Add notBlank validation for existing required options. - Preserve existing required/optional option semantics. - Add focused regression tests. - Update English and Chinese documentation. ### Does this PR introduce any user-facing change? Yes. Missing, empty, and whitespace-only values for required options are rejected during configuration validation. No changes to connectivity, timestamp parsing, or runtime execution are intended. ### How was this patch tested? Added Source and Sink factory tests covering valid, missing, empty, and whitespace-only required options. Automated test execution is pending.
