@Vivek1106-04 Thanks for opening the complete fix. I closed #12493 in favor of this PR so we do not carry two competing drain changes. I will review this PR next. From a quick read, the pieces Daniel and SEZ9 asked for on #12493 are already here: unlocked drain + gate, always reporting `CHECKPOINT_COORDINATOR_SHUTDOWN` when `cleanPendingCheckpoint` cuts the drain short, and the SubPlan restore re-check with `SavePointTest#testSavePointFailureDuringPipelineRestoreWaitEndsTheJob`.
