Fixes #12565 ### Problem When a restored CDC split contains previously snapshotted tables alongside newly added tables that are still snapshotting, the exactly-once filter has no high-watermark entry for the restored tables. Their change records are dropped until the new tables finish snapshotting. ### Change Use the incremental split's checkpoint offset as the fallback watermark for tables without completed snapshot metadata. Keep per-table snapshot watermarks for tables that are still being snapshotted. ### Verification - Added a regression test for emitting restored-table records while another table is snapshotting. - `./mvnw -pl seatunnel-connectors-v2/connector-cdc/connector-cdc-base -Dtest=IncrementalSourceStreamFetcherTest test` - `./mvnw -pl seatunnel-connectors-v2/connector-cdc/connector-cdc-base test` (106 tests passed) -- This is an automated message from the Apache Git Service.
