@SEZ9 @davidzollo — current head is `8b430e9808`, a clean merge of current dev `3556e91cc9` onto the reviewed implementation `677216dd4f`. The PR-owned implementation and recovery test changes are retained: scoped API Javadoc, pre-run assignment comments and unit test, 2-minute failure wait, log-length clamp and retry budget of 3. The previously reported real Docker/Zeta recovery E2E pass was on `677216dd4f`; it has not been re-run on this merge head, so I am not presenting that as fresh merged-head acceptance. The sync includes actual upstream fixes for the earlier reds: #12639 DeepWiki429, #12297 unavailable MinIO images, and #12394 the exact TaskExecutionServiceTest fixture collision observed on Windows. Some engine/Postgres tests remain failing on upstream itself; these are not being silently waived. The current Build gate reports `ACTION_REQUIRED`: no fork Actions run/check suite has appeared for the new SHA, although the push is recorded, Actions is enabled and the workflows match upstream. This is distinct from a test failure. Please review the current head and update the outstanding review state through the normal approval process; a maintainer's current approving review plus successful Build is required by dev's merge queue.
