FYI for reviewers: the downstream WhaleOps counterparts of this fix (#3096 / #3097) added one more improvement after review — when a batch is already known to be submitted under the current label (Publish Timeout / Label Already Exists observed), manager retries resolve the label state directly via a `resolveLabelState()` visitor method instead of re-uploading the whole `batch_max_bytes` payload (which would only be answered with `Label Already Exists` again), plus an exception flag (`isBatchAlreadySubmitted`) and manager-level tests. I verified the current head of this branch (30/30 unit tests, 7/7 stub-endpoint scenarios pass) — that optimization is not yet included here.
