Thanks for the clear proposal and for offering to submit a PR. As noted above, #12703 is already the focused implementation for this request, so let's keep the discussion and review there rather than opening a duplicate PR. One point worth settling explicitly in that PR: for the no-pattern string overload and for local datetime inputs, which time zone is used to compute epoch seconds (e.g. system default vs. UTC)?
