Thanks for offering to help. This is already being addressed by #12592, opened by the original reporter and still open, so please do not start a parallel patch. If you would like to contribute, please reproduce or review the PR's DuckDB-specific behavior there: the TIMESTAMP_S/MS/NS aliases, fractional precision and NULL values, plus the Asia/Shanghai, UTC and America/Los_Angeles local-time controls. Please post any finding on #12592 so the implementation and evidence stay in one review thread.
