Classification: A / Transform-V2 multi-table validation. The broad report is confirmed. `FactoryUtil.createAndPrepareMultiTableTransform(...)` validates the outer options with each factory's `OptionRule` before the transform sees its `table_transform` entries; the same pattern is used by Zeta, Flink, Spark, `--check`, and dry-run validation. That explains why the top-level required options listed here reject an otherwise valid table-rule-only configuration. #12779 and #12780 are narrower manifestations of the same regression, including exclusive groups. No exact open remediation PR was found. Please treat this as one coordinated implementation, not 15 independent relaxations. It must preserve required/exclusive validation when no table rules are supplied, validate each effective per-table configuration (including missing required fields and conflicting fields), define behavior for unmatched tables, and add focused regression coverage through the shared validation paths.
