### Purpose of this pull request
Part of #12809
Rewrites `docs/en/transforms/filter.md` and `docs/zh/transforms/filter.md`
to follow the transform plugin documentation template: engines, description,
key features, a five-column options table including `table_transform`,
`table_match_regex` and `rule_match_mode`, one section per option, a
multi-table section, and examples for transform-level only, transform-level
plus per-table, and per-table only.
Compared against:
- `FilterFieldTransformConfig`
- `FilterFieldTransformFactory#optionRule()`
- `FilterFieldTransform`
- `TransformCommonOptions` (`table_transform`, `table_match_regex`,
`rule_match_mode`)
Questions for reviewers:
- The zh version was directly translated from the en version with Claude,
please check wording.
- The changelog section was kept as it was.
### Does this PR introduce _any_ user-facing change?
Yes, documentation only. The Filter documents previously had a placeholder
options table without types, defaults or the multi-table options, and only a
single example. They now document all options as defined in the code. There is
no code or behavior change.
### How was this patch tested?
This is a documentation-only change, so no unit tests were added. Option
names, types and defaults were checked against the source files listed above.
The HOCON examples have not been run end to end.
