Classification: F / API MultiTableSink commit recovery; implementation
tracked by #12807.

The current dev MultiTableSinkAggregatedCommitter has no restoreCommit
override, so it inherits the interface default that calls commit. That confirms
the routing defect described here. The focused fix is now in #12807 and changes
only the multi-table forwarding path plus its targeted unit test.

Please keep this issue linked to that PR rather than opening a parallel
patch. The PR still needs review and its Build is failing; once the check is
green, review should verify that every per-table bucket is forwarded to
restoreCommit and that commit behaviour is unchanged for sinks that rely on the
default.
