Classification: A / Format Protobuf descriptor compilation on macOS ARM64. I confirmed the reported path on current `dev`: `CompileDescriptor` invokes `Protoc.runProtoc(...)` without selecting a compiler version, so protoc-jar's unavailable 3.11.4 macOS ARM binary is the relevant failure point. #12902 is the sole focused implementation lane. Please keep the compiler-version selection strictly limited to Darwin ARM64/aarch64; x86 and non-macOS paths must retain their existing selection and argument order. The PR should demonstrate native ARM compilation, retain the existing proto2/proto3 behavior, and cover the selection logic without making the whole format test suite platform-dependent. Please also keep the first-download/cache behavior documented, since a cleared protoc-jar cache can require network access.
