### Purpose of this pull request Fix bounded-file checkpoint recovery found while testing #12886. Restored splits could be assigned before reader registration, and completed files could be discovered again. Defer assignment until the enumerator runs, skip completed files, and fix checkpoint snapshots and pending-split counts. ### Does this PR introduce _any_ user-facing change? Bounded file jobs can restore pending splits without replaying checkpoint-completed files. No configuration, API or state-format changes. Input files must remain unchanged and accessible; delivery guarantees depend on the sink. ### How was this patch tested? * Six regressions reproduced on unchanged dev; all 93 focused and adjacent tests pass with the fix. * Coverage includes reader registration, replay filtering, snapshots, routing, continuous enumeration and state compatibility. * Zeta LocalFile savepoint/restore passed with the same job ID and all 120 expected IDs exactly once. * Root `spotless:apply` and `./mvnw -q -DskipTests verify` passed. ### Check list * [ ] New JAR/license notice: N/A. * [x] English and Chinese documentation updated. * [ ] `incompatible-changes.md`: N/A; compatibility preserved. * [ ] New connector registration and metadata: N/A. -- This is an automated message from the Apache Git Service.
