### Purpose of this pull request Fix the two deterministic backend check failures caused by the `ubuntu-latest` runner image moving to Ubuntu 26.04: - Pin JDK 17 in the `code-style` job. Ubuntu 26.04 defaults to JDK 25, and Lombok 1.18.36 fails while compiling `seatunnel-ci-tools` test sources with `NoSuchFieldException: com.sun.tools.javac.code.TypeTag :: UNKNOWN`. - Use Python `3.11` instead of the exact `3.11.0` in the `changes` job. Ubuntu 26.04 does not provide a 3.11.0 build, while 3.11.17 is available. Both failures reproduce on `apache/seatunnel` `dev` (Build run https://github.com/apache/seatunnel/actions/runs/39817003666), so they are unrelated to any individual pull request. The change only touches `.github/workflows/backend.yml`. ### Does this PR introduce _any_ user-facing change?
