Merged the existing CSV header fix with current `dev` in `383f93887a195608f4bd05f4a9800080b79e4db9` to refresh its baseline and obtain current-head CI. The effective diff remains the same two-file CSV fix: headers honor the configured delimiter/charset, with exact default-comma, multi-character-delimiter and UTF-16LE output tests. Scoped Spotless and staged whitespace checks passed; upstream registrations and tests were preserved. The historical Windows/JDK8 failure was a Maven Central502 while resolving an unrelated dependency. GitHub rejected the minimal old-job rerun, so this is a real upstream synchronization rather than an empty CI-trigger commit or full-workflow retry.
