I’ve shared an initial design and expressed my interest in working on #12119, since its two-phase admission contract provides a foundation for this proposal. I’d be happy to take on the implementation of this STIP, or a scoped part of it, depending on your plans. One possible way to divide the work would be to start with fixed-slot feasibility classification and structured diagnostics, then move on to the admission policy and bounded backfill. Would you be open to coordinating the implementation with me?
