Synced with the latest `dev` (eceeb0a) in a merge commit that only resolves conflicts: kept both the new `dev` entries and this PR's entry at the top of `incompatible-changes.md` en/zh; the REST doc changes merged cleanly. The earlier shared unit-test failures are fixed on `dev` (#12874 and #12929, both by #12938).
