Synced with the latest `dev` (eceeb0a) in a merge commit that only resolves conflicts: `MySQL-CDC.md` en/zh (kept this PR's snapshot-only rows and `dev`'s new `skip-events`/`skip-rows` rows) and the `IncrementalSourceReaderTest` imports. `IncrementalSourceReader` merged cleanly: `dev`'s ack handling (#12163) and this PR's snapshot-only check are in different methods. The earlier shared unit-test failures are fixed on `dev` (#12874 and #12929, both by #12938). On JDK 17, `./mvnw -pl connector-cdc-base,connector-cdc-mysql,connector-cdc-oceanbase test` passes: base 130, mysql 59, oceanbase 10 tests, 0 failures, `IncrementalSourceReaderTest` 19/19. -- This is an automated message from the Apache Git Service.
