Close: https://github.com/apache/seatunnel/issues/13013 ### Purpose of this pull request `engine_checkpoint_monitor` only holds observability data (checkpoint overview/history for the REST API, CLI and metrics), but the `engine*` MapStore config persisted it, rewriting the whole overview on every checkpoint trigger, subtask ack and completion. Like `engine_runningJobMetrics` (#11244), `FileMapStore` now always uses `NoOpMapStorage` for it. Docs (en/zh) are updated. ### Does this PR introduce _any_ user-facing change? Yes. After a full cluster restart, the checkpoint overview/history is not reloaded; restored jobs fill it again from their next checkpoint.
