Actions is enabled for the fork and the `Build` workflow is active. A manual dispatch for this branch still fails with `HTTP 422: Actions has been disabled for this repository`, and no run is created for head `11a1c7df35b5d76403d9210975a0a2a0a6b8ff35`.
