Thanks @SEZ9, @nzw921rx and @luozihen. The sequencing is unchanged: #12443 remains open at 509fddabe2ca, so please land that config-key contract first, then sync this branch and remove its competing conversion while retaining the combined REST/toConfig regression. The unchanged head here does not resolve that dependency. I also respect the maintainer's after-3.1.0 scheduling note; there is no need for an empty trigger commit or unrelated patch while waiting for the prerequisite.
