Synced `dev` (3ac2d1cec6a) into this branch as 6f4bf3d8bab to pick up the current CI matrix and the merged upstream fixes. Plain merge commit, no conflicts; the diff against `dev` is still the same 38 GaussDB CDC files (new `connector-cdc-gaussdb` module, its E2E module, docs, plugin registrations and the small `PostgresSourceFetchTaskContext` change), with no changes to any shared file beyond what this PR already had.
