This preserves the existing single-failover scope instead of claiming durable redrive. The head is unchanged and fork Build 41162516391 attempt 2 is successful. The pending Apache PR-signal workflow was authorized separately; effective maintainer review remains required. This is an action/status update, not a new full source review or a maintainer approval.
