Minor fixes to README and pom.xml:
* We cannot use mvn compile to compile Sentry because of this issue:

* We need wget to run hive end to end tests
* Add descriptions for the rat excludes
was:We wget the hive and hadoop tar balls before running the end to end
tests, so would be good to add a note about it in README.
