Disable the orphan privilege cleanup thread. This code was just submitted as
part of SENTRY-140. However, a regression was seen in
https://builds.apache.org/job/Sentry-jdk-1.7/org.apache.sentry$sentry-tests-hive/120/testReport/junit/org.apache.sentry.tests.e2e.metastore/TestMetastoreEndToEnd/testUriPartitionPrivileges/
I can't reproduce this locally...
Disabling the thread for now while we debug this.
