[~lskuff] Thanks for the feedback. There are a bunch of existing test cases
with admin role validation so I didn't add a new one as part of this patch.
However, on second look I see all the admin check is via use hive which is a
default owner. Looks like the HDFS plugin is not handling server privileges for
other users. I will go ahead and log a separate ticket to track that.
