Currently the HDFS plugin handles DB and Table level permissions. The Server
level privileges are only honored by SQL plugins. This creates a bit of
inconsistency between the privilege models. A role with server level privilege
can access any table in Hive but won't be able to access the underlying files
on HDFS.
The HDFS plugin should handle the Server level privileges the same way as Hive
plugin.
