   **Describe the bug**
   etcd 中的数据的发生迁移
   
   **To Reproduce**
   1、启动sc
   2、注册一个environment为development的微服务A
   3、重启sc
   4、微服务A无法继续注册上，查询etcd数据发现 原本注册为development的数据被改成了empty
   日志如下
