Description:
This is a minor modification of _"Lambert Conic Conformal (2SP)"_ which is
handled by an adjustment in an affine transform coefficient. The core of the
map projection code is the same.
See §1.3.1.4 of IOGP Publication 373-7-2 – Geomatics Guidance Note number 7,
part 2 – April 2015.
