The code can be ported from Geotk, after IP review and rewriting of formulas
using the formulas given in §1.3.3 of IOGP Publication 373-7-2 – Geomatics
Guidance Note number 7, part 2 – April 2015.
Note in particular that the EPSG formulas uses a series expansion instead than
the iterative method inherited from USGS. The iteration should be replaced by
the EPSG series.
