Conversions from geocentric X,Y,Z coordinates to a 3D-Cartesian system near the
surface of the Earth. This seems to be basically an affine transform. See
§2.2.2 in IOGP Publication 373-7-2 – Geomatics Guidance Note number 7, part 2 –
April 2015.
