Description:
Frequently used for rectification of digitised maps. Sometime known as _“rubber
sheeting”_. See §2.3.2.1 in IOGP Publication 373-7-2 – Geomatics Guidance Note
number 7, part 2 – April 2015.
Implemented in SIS by the matrix package. The critical part of this task is not
the EPSG:9624 operation itself, but the matrix package which is behind it and
reused in many corners of SIS.
