The {{TransverseMercator}} formulas in SIS are different than the formulas that
we used in Geotk (see SIS-249 for more details). Consequently we need to find
new formulas for this map projection derivative.
The map projection derivatives are needed for enabling the projection, since
derivatives are used for various operations like reprojecting an envelope.
