https://issues.apache.org/jira/browse/SLING-13395 On a clustered instance every topology change restarted all journal subscribers on the leader, even when the leader stayed the same. A restarted subscriber started at the last committed offset and imported a package again while the previous import was still running. - OnlyOnLeader no longer unregisters on TOPOLOGY_CHANGING; the registration is updated on TOPOLOGY_INIT/CHANGED only. - DistributionSubscriber.deactivate() wakes up a pending retry back-off and waits up to 30 s for an import that is still running. No locking between instances, so a duplicate is still possible if an import takes longer or leadership really changes. - Tests: topology change with unchanged leader keeps the registration; deactivate waits for a running import; the wait is bounded; deactivate does not wait out a retry back-off. -- This is an automated message from the Apache Git Service.
