[SPARK-43394][BUILD] Upgrade maven to 3.8.8
### What changes were proposed in this pull request?
Upgrade Maven from 3.8.7 to 3.8.8.
### Why are the changes needed?
Maven 3.8.8 is the latest patched version of 3.8.x
