Fix the link of developer-tools docs
The pr aims to update some outdated links in `developer-tools` docs,
include:
- https://www.scala-sbt.org/0.13/docs/Testing.html ->
https://www.scala-sbt.org/1.x/docs/Testing.html
Because Spark's dependency on the SBT version has been upgraded to 1. x for
a long time
