This patch adds more description to SQL config
`SKIP_TYPE_VALIDATION_ON_ALTER_PARTITION`.

We have a customer issue not long ago that they cannot read a partitioned
table correctly. It turns out that the partition value is normalized and
doesn't match to the unnormalized value in the table. This config is needed to
be enabled to read the partition correctly. This patch is to make the config
description more clear.
