    This PR aims to fix RBAC to allow `Spark` driver to create `StatefulSet`.
    
    ### Why are the changes needed?
    
    We need to fix this to allow Apache Spark's `StatefulSetPodsAllocator` 
which was introduced at Apache Spark 3.3.0.
