[SPARK-55418] Add `create_spark_jira.py` script

This PR aims to add `create_spark_jira.py ` script.
### Why are the changes needed?
To help the developers.
1. Create ASF JIRA ID.
2. Create a branch with the generated JIRA ID.
3. Create a commit with the Spark community style commit title: `[$JIRA_ID]
JIRA_ISSUE_TITLE`.
