[SPARK-55627][PYTHON][TESTS] Put CustomChannelBuilder inside
should_test_connect
### What changes were proposed in this pull request?
In `test_session.py`, `CustomChannelBuilder` is put into the
`should_test_connect` protection.
### Why are the changes needed?
`DefaultChannelBuilder` only exists when we test connect. This test fails
in classic only CI.
### Does this PR introduce _any_ user-facing change?
No.
### How was this patch tested?
CI.
### Was this patch authored or co-authored using generative AI tooling?
