[SPARK-55927][WEBUI] Remove `jquery.mustache.js`
### What changes were proposed in this pull request?
This PR aims to remove `jquery.mustache.js`.
As of SPARK-34123, row rendering is migrated to `DataTables` and Mustache
syntax is effectively no longer used.
### Why are the changes needed?
Code cleanup.
### Does this PR introduce _any_ user-facing change?
No.
### How was this patch tested?
Add new tests which ensure table structures are as expected.
### Was this patch authored or co-authored using generative AI tooling?
