[SPARK-57431] Upgrade `Swift System` to 1.7.2
### What changes were proposed in this pull request?
This PR aims to upgrade `swift-system` to `1.7.2` and add it to the
`Requirements` section of `README.md`.
### Why are the changes needed?
To keep our dependencies up to date with the latest minor release.
