[SPARK-58229][PYTHON] Make graphviz requirement to match the documentation
### What changes were proposed in this pull request?
Use `graphviz>=0.20` instead of `graphviz==0.20.3`.
### Why are the changes needed?
In our
[documentation](https://spark.apache.org/docs/latest/api/python/getting_started/install.html#spark-connect)
we claim to support `graphviz>=0.20`, we should make the basic dependency
match that claim.
This will make it not conflict with our minimum CI test where it actually
tests against the minimum supported version `0.20.0`.
