[SPARK-58184][CORE] Remove dead ExternalBlockStore executor exit codes
### What changes were proposed in this pull request?
Remove the unused `EXTERNAL_BLOCK_STORE_FAILED_TO_INITIALIZE` (54) and
`EXTERNAL_BLOCK_STORE_FAILED_TO_CREATE_DIR` (55) constants and their
`explainExitCode` cases (plus two stale TODOs) from `ExecutorExitCode.scala`.
### Why are the changes needed?
These codes belonged to the off-heap `ExternalBlockStore` (Tachyon) feature
removed by SPARK-12667 in 2016. Nothing sets them anymore, so an executor can
never exit with 54 or 55; they are dead code left behind by that removal.
### Does this PR introduce _any_ user-facing change?
No
### How was this patch tested?
Existing tests: pure removal of unreachable code with no behavior change.
