[SPARK-59875] Pin Minikube container-runtime to docker to fix CI failures
with Minikube 1.39.0 in `spark-docker`
### What changes were proposed in this pull request?
This PR aims to pin `container-runtime: docker` in the `setup-minikube`
step of `main.yml`.
### Why are the changes needed?
Minikube 1.39.0 changed the default container runtime from `docker` to
`containerd`, but our K8s integration tests use `minikube docker-env` and need
Docker.
