[MINOR][BUILD] Remove stale Conda env var
### What changes were proposed in this pull request?
Remove a stale env var related to Conda that isn't used anywhere.
### Why are the changes needed?
We stopped using Conda for packaging tests in #54154. I believe this little
cleanup was unintentionally missed.
### Does this PR introduce _any_ user-facing change?
No.
### How was this patch tested?
Existing CI.
