[SPARK-60005][BUILD] Upgrade `joda-time` to 2.15.0
### What changes were proposed in this pull request?
This PR aims to upgrade `joda-time` to 2.15.0.
### Why are the changes needed?
To bring in the latest bug fixes and time-zone data updates. Release notes:
- [2.15.0
(2026-10-01)](https://www.joda.org/joda-time/changes-report.html#a2.15.0)
- DateTimeZone data updated to version 2026egtz.
- Fix the `equals` method on `DelegatedDurationField` to correctly
compare the field type.
- [2.14.4
(2026-09-19)](https://www.joda.org/joda-time/changes-report.html#a2.14.4)
- DateTimeZone data updated to version 2026dgtz. This reinstates some
American short zone IDs (EST5EDT, CST6CDT, MST7MDT and PST8PDT).

No. This is a dependency upgrade. The only behavior difference is the
updated time-zone data bundled in Joda-Time.
