[SPARK-60059][INFRA] Enable `metrics-server` addon in K8s integration test

### What changes were proposed in this pull request?
This PR aims to enable the minikube `metrics-server` addon in K8s
integration test CI in order to make it sure that the GitHub Actions K8s IT is
stable with this.
### Why are the changes needed?
`ExecutorResizePlugin` requires the `metrics.k8s.io` API, which isn't
available in the current CI minikube cluster. This is a prerequisite for adding
an `ExecutorResizePlugin` integration test.
The overhead is negligible: `metrics-server` requests only `100m` CPU and
`200Mi` memory, and actually uses tens of MiB.
### Does this PR introduce _any_ user-facing change?
No.
### How was this patch tested?
Pass the CIs.
