Currently the EnhancementStructureHelper unit test utility assists that
"fise:EntityAnnotation" need to define a "dc:relation" relation to a
"fise:TextAnnotation". However this is not true as there is also the
possibility that an "fise:EntityAnnotation" depends ("dc:requires") an other
"fise:EntityAnnotation".
This was first discovered by the LocationEnhancementEngine (geonames.org) in
Jenkins build 1068 because the HierarchyService of geonames.org started to
return continents ("Oceania") as parents for countries ("New Zealand").
